Describe the Bug:
If Temporal Extortion is countered by an opponent paying half their life, you cannot cast spells or activate abilities (such as planeswalkers) until you either play a land, or the start of the next turn.

If Temporal Extortion resolves without being countered, everything works fine.

It's the same bug related to Suspend, however in this particular case I move the option to counter on resolution, so the bug is removed in 34f98f2, but the original ruling is only emulated.

Can cast spells after it is countered now, but the life paid to counter it is wrong. 1st time I cast it left the AI with 15 life, 2nd time left him with 11.

life loss is fixed, but minor quibble. Temporal Extortion can be countered by any player paying life, yet after AI declines to counter it, I am not asked if I wish to.
