[fixed/closed]Turbulent Dreams - Madness ability

Describe the Bug:
Madness ability at least of Gibbering Descent & Basking Rootwalla when discarded by Turbulent Dreams creates the madness effect card which never gets highlighted/is active-able - but vanishes as soon as Turbulent Dreams targets a non-land or goes on stack and so before you are asked to use fast effects to activate the madness effect card and before card resolves which is wrong.

What exactly should be the correct behavior/interaction ?
Turbulent Dreams goes on stack and then you can activate the madness effect card=goes on stack,madness resolves and then Turbulent Dreams resolves and so if you haven't yet activated the madness ability then madness effect card vanishes and you can't use it because of madness rules.

Are any other cards possibly affected by this bug ?

Same here:This has been fixed probably by the last work on cycling cards and rest rules engine cards.Closed.
