Describe the Bug:
AI had Culling Scales and in upkeep it triggered AI had to select one of it's own permanent Golem-Skin Gauntlets (only AI had permanent of 1 mana casting cost)but AI put an untargeted sign on all of it's permanent and didn't choose to destroy the one with the lowest mana.If I own a permanent of the lowest mana or tied for lowest AI destroys it just fine.

What exactly should be the correct behavior/interaction ?
AI is forced to destroy it's own permanent if only AI has lowest mana permanent.

Are any other cards possibly affected by this bug ?

Confirmed in part. When AI's lowest cmc was 0 (i.e. a mox) it destroyed it just fine, but once it had lowest cmc that was >0 an untargetable symbol was put on all nonland perms of both players and nothing was destroyed.

Not only an AI bug,I had Culling Scales and in first upkeep after it was played it triggered (I have only Culling Scales in play AI has Psychic Membrane and Talisman of Impulse which has the lowest cmc=2 but it gets an untargetable symbol like the other 2 cards which have cmc of 3 and that locked the game.

All fixed in f4a9cc6

AI ignores his own cards completely.
