[fixed]Sawtooth Loon can't choose order of etb abilities

We had this bug about Sawtooth Loon 3 years ago.Back then it was decided to kind of fix this (that didn't trigger 2nd ability if itself was bounced by it's 1st ability) by reverting it's abilities so 2nd will go first and then trigger the first to bounce a creature.The same method was adopted for Sparkcaster and Marsh Crocodile.And while in Sparkcaster doesn't make any difference which triggers first and which 2nd on the other 2 cards it does make a difference.
NOTE: it was mentioned back then and is still true that Stonecloaker works little better and it will trigger it's 2nd ability even if it is bounced on hand.
Which card did behave improperly ?
Sawtooth Loon,Marsh Crocodile & Sparkcaster (and Stonecloaker if we now can have 2 different triggers for it's etb and can select which goes first).
Which update are you using?(date,name)Which type(Duel,Gauntlet,Sealed Deck)

What exactly should be the correct behavior/interaction ?
We can't get it to work correctly(no triggers on stack).
1- Can we get it almost correctly with 2 triggers with it's etb being produced so we can select which trigger goes first.(Parent card trigger 1,2 and effect card trigger 2-1 maybe?)
2- If above can't be achieved then can we get it to fire always first ability bounce and then second but even if itself gets bounced back like Stonecloaker works? I can't see any scenarios needing it the way it is now in contrast to have the opportunity with empty hand to keep another card more useful instead of Sawtooth Loon.
2a- For Marsh Crocodile things are more complicated as I guess you would like to have bounce 1st,discard 2nd but not if you have an empty hand.Maybe you can code it like that always bounce 1st,discard 2nd unless owner has an empty hand then trigger 2nd ability-discard first and then 1st-bounce?
Are any other cards possibly affected by this bug ?
