Neither Undying Evil nor Mikaeus, the Unhallowed make the appropriate creatures return from the graveyard. Testing with Orcish Artillery and Terror, not that it matters.
Which card behaved improperly?
As above.
Which update are you using? (date, name)Which type? (duel, gauntlet, sealed deck)

What exactly should be the correct behavior/interaction?
The targeted creature (for Undying Evil) or non-Human creature (for Mikaeus, the Unhallowed) resurrects itself with a +1/+1 counter, so long as it didn't have one when it died.
Are any other cards possibly affected by this bug?
No. The cards granting persist (Antler Skulkin, Cauldron of Souls, Cauldron Haze) are all ok.
