1) Lord Windgrace second ability can be repeatedly activated in a single turn for as many times as he has enough loyalty to pay for it.
2) Lord Windgrace second ability is meant to work on "up to" two lands. However if you choose only a single land the effect fails to put it into play.

What exactly should be the correct behavior/interaction?
Up to two lands, activated once per turn.
