Scourge of Valkas' ETB trigger is optional

Which card did behave improperly ?
Scourge of Valkas

Which update are you using?(date,name)Which type(Duel,Gauntlet,Sealed Deck)
Manalink 2016/01/15: Battle For Zendikar v2,duel

What exactly should be the correct behavior/interaction ?
It should be mandatory

Are any other cards possibly affected by this bug ?

I confirm this.It also stacks pump effects.

To clarify, the trigger isn't optional, but targeting can be cancelled.
