Duel Commander is adopting the Vancouver mulligan instead of the partial Paris mulligan. No change for multiplayer commander at this time.

Tiny Leaders is also adopting the Vancouver mulligan rule, plus allowing Ana Battlemaster to be a Sultai colored Commander and having it gain the Legendary supertype.

The comprehensive rules changes announced yesterday added the "scry if your starting hand if less than its original size" rule to commander. However it also still uses the partial Paris mulligan as well(at least until the next rules, when it is expected to lose the partial Paris part).

Duel Commander and Tiny Leaders are not official Wizzard formats : their specificities are not taken into account in the comprehensive rules.

It is true that Duel Commander And tiny leaders use Mulligan Vancouver as stated in the official sites of those formats (and as it is applied in official duel commander tournaments).
[I can't add the links because i'm a new user]

Could you fix it please? That should be pretty easy i guess and it is quite important for Duel Commander : It is a competitive format and the new mulligan rules affects a lot some strategies (combo or ramp for instance). Thus using XMage to prepare for a tournament is less useful than before because the dynamics of your deck will not be the same IRL.

You can simulate mullgian vancoucouver by selecting all the cards when mulliganing but as the opponents won't the matchups will be biased (you may think they're strong against your Yisan with their 2 board sweepers but if they can't mulligan into them it may be false).

By the way thanks a lot for XMage : it is awesome (still far from perfect but already awesome!).
