Blinding Beam Bug?

Hello,

The AI used Blinding Beam and choose the creatures don't untap. I was under the impression this is a single turn but it appeared to have become an emblem and is placed in the command zone, thus, is a permanent affect.

You seem to be making a few assumptions here that's leading to your confusion. Blinding Beam creates an "effect" that lives in the Command Zone, not an "Emblem". We put certain effects there just because they create a visible path for users to see things that might otherwise be quickly forgotten. Just because it's in the Command Zone doesn't mean it's permanent, it does have a duration, and the duration is controlled by the effect itself. If you actually watch the command zone, the effect disappears just after your creatures fail to untap.
