Dual shot says

"Deal one damage to each of up to two creatures", however, Forge won't let you cast it if there's only one creature to deal damage to.

Second, I noticed that if you cannot block (opponent is attacking with flyers, and you've got no creatures with reach), it just skips the whole declare blockers step, meaning I can't cast Jace's Scrutiny on one of them. Very annoying.

Dual Shot works for me, you need to Target the first creature, and when it ask you for the second Target you simply press Ok.
(its even possible to cast it without targets if it makes any sense)

are some of your steps are enabled/disabled for interaction?
they are having a different color ... a disabled one is skipped.

When I was doing it, OK was greyed out.

How do I un-disable it? I'm not sure how it got disabled

Just click on the phase button. You probably clicked it by accident at some point.
