why does my launcher look like this and not work?

ive tried downloading and re-downloading the launcher a handful of times but it keeps doing the same thing.

Along with not opening "completely" it doesnt do anything and fails to work. I am running windows 10 on a completely brand new laptop.

Please post what messages are written to the xmage_launcher.log file as you try to start the launcher.

I discovered I have some strange permissions issue with this laptop. It doesn't allow me to download certain things into certain folders. I moved the launcher to a folder on the desktop, installed fine and it runs just fine.. so that was at least the cause, now to figure out how to fix the permissions issue.
