Wheel of Sun and Moon triggers and puts itself back to library when it gets destroyed and it has enchanted it's owner.Is this correct?

Yes. It doesn't trigger, it's a replacement effect; so unlike e.g. Planar Void it takes effect while Wheel of Sun and Moon is still on the battlefield, rather than going onto the stack. http://www.mtgsalvation.com/forums/magic-fundamentals/magic-rulings/magic-rulings-archives/276400-wheel-of-sun-moon#c2 has a longer explanation from an L3 judge.
