Describe the Bug:
If an instant or sorcery spell of yours is countered, Talrand, Sky Summoner does not count that spell as being cast and therefore does not give you a 2/2 drake.
In the example, you can cast a Cruel Ultimatum and the AI will Counterspell it. You do not get a token.
Which card did behave improperly ?
Talrand, Sky Summoner
Which update are you using?(date,name)Which type(Duel,Gauntlet,Sealed Deck)

What exactly should be the correct behavior/interaction ?
drakes are triggered on cast. Not sure if this is a limitation of the old rules system or not.
Are any other cards possibly affected by this bug ?
