[still bugged]Vedalken Shackles + Kira, Great Glass-Spinner

Describe the Bug:
~~When both cards are in play, if the Shackles are used to steal a creature controlled by the controller of Kira, the creature dies.~~

Which card did behave improperly ?
Vedalken Shackles + Kira, Great Glass-Spinner

Which update are you using?(date,name)Which type(Duel,Gauntlet,Sealed Deck)
2014/02/18: Born of the Gods v2 - DUEL

What exactly should be the correct behavior/interaction ?
1st attempt should fizzle, creature shouldn't die.

Are any other cards possibly affected by this bug ?

Most times Vedalken Shackles + Kira, Great Glass-Spinner interaction works fine.The problem appears if you target with Vedalken Shackles creature A and next turn you untap Vedalken Shackles and then retarget creature A (although it will be the first time in turn)then Kira, Great Glass-Spinner doesn't counter the ability.If you target another creature b,c... Kira, Great Glass-Spinner will counter the ability.
The same happens if you target with a spell for the first time that turn creature A then the spell gets correctly countered but if you retarget it with any spell at next players turn for the first time that turn the spell will not be countered.

And there is still this bug about first spell that is countered vanishes.:

Another bug that I had is that Kira, Great Glass-Spinner countered 1st activated ability that turn by 1st Vedalken Shackles to creature A (correctly) but then I activated a 2nd Vedalken Shackles targetting again creature A but it was also countered (wrongly)and then I cast and activated a 3nd Vedalken Shackles targetting again creature A and it was also countered (wrongly).
