Describe the Bug:
Static Orb can untap cards under "don't untap" effect
Which card did behave improperly ?
Static Orb
Which update are you using?(date,name)Which type(Duel,Gauntlet,Sealed Deck)
2014/05/06: Journey into Nyx
What exactly should be the correct behavior/interaction ?
Static Orb cannot untap cards under "don't untap" effect
Are any other cards possibly affected by this bug ?

Not sure about the ruling, but here is an example :
There is a Marble Titan, a Static Stone and a Meekstone in bf, at untap step I can untap Kozilek, Butcher of Truth even though he is not supposed to be untappable.
If I follow the rules, I should only be allowed to untap cards that are allowed to be untapped (creature with less than 3 toughness)...

Can still untap permanents that shouldn't untap.
tested on frost titan's effect on a land (untapped) and Frost Titan untapping when a Meekstone was in play

2) when an effect with a legacy card prevents untap it works (ex. Frost Titan's ability)
3) when the effect is global it doesn't work (ex. a Frost Titan can be untapped when a Meekstone is in play)

Static Orb doesn't prevent any permanent from untapping if that permanent isn't affected by it's own ability or another card, except from the permanent that has the lowest in-game id=(the permanent that was drawn from library before the others) You will see also that only the card with lowest in-game id has the untap symbol when Static Orb triggers instead of all cards that are tapped (except the ones that have to remain tapped? )
