Describe the Bug:
When Arcane Laboratory is on the battlefield, a player can cast a second spell if the first spell they've cast has been countered.
Which card did behave improperly ?
Arcane Laboratory
Which update are you using?(date,name)Which type(Duel,Gauntlet,Sealed Deck)
JOU v1, duel
What exactly should be the correct behavior/interaction ?
Arcane Laboratory counts countered spells as cast spells.
Are any other cards possibly affected by this bug ?
Probably Eidolon of Rhetoric, Ethersworn Canonist, Rule of Law, Curse of Exhaustion, and Yawgmoth's Agenda
I suspect that in the case of Curse of Exhaustion, the enchanted player could cast any number of spells as long as previously cast spells have been countered, but haven't tested that.

Ethersworn Canonist is also broken, same bug I expect. Do I need to submit a different bug report or, since it is the same mechanic, I can just post it here? Feel free to split if it is the former, ta.

I guess it is the same route problem, Arcane Laboratory also doesn't count the interrupt spells (or spells cast at interrupt time)so you can cast a spell and counter it with an interrupt something you can't do with instants.

Countered spells aren't ever considered to be cast in 4E rules; that's the whole point of interrupt speed. Same bug as everything that triggers on "whenever you cast a spell" not seeing countered spells. This will fix itself if Manalink ever moves to instant-speed counters.
(Not that Arcane Laboratory have a trigger to count how many spells have been cast, but never mind that.)
