Describe the Bug:
Heh ok so this is functioning correctly I guess but probably shouldn't be

With Wheel of Sun and Moon on an opponent, activating Helm of Obedience on them with at least 1 mana causes the game to lock up / infinite loop. This is technically correct since in a real game this would cause an infinite loop during resolution with no player having priority to respond. In a real game this would be a draw.

Perhaps this would be a good combo to hard code as an instant draw?
