[waitlist]Brago King Eternal inconsistent blink vs Legends

Describe the Bug:
Not sure what triggers it, but sometimes not all permanents targetted by Brago, King Etrnal's triggered ability are exiled/returned. Permaments not exiled this way have permanent crosshairs on them.
Which card did behave improperly ?
Brago, King Eternal
Which update are you using?(date,name)Which type(Duel,Gauntlet,Sealed Deck)
CoRM15, duel
What exactly should be the correct behavior/interaction ?
All targetted permanents are blinked.
Are any other cards possibly affected by this bug ?

Brago1.zip- In this savegame, Muzzio sems to be the deciding factor. If you target everything but Muzzio, the cards will be blinked as intended. If you target any number of valid targets including Muzzio, only Muzzio will be blinked and the rest recieves a crosshair.

The problem is the interaction with our implementation of the "Legend rule". I'll see what I can do.
