[still bugged]Hellkite Charger triggers with no mana

Describe the Bug:
Hellkite Charger besides the known bug with extra attacking phase not working,also:
1- triggers at attack phase even if you can't pay the cost.Is this correct?
2- For AI the trigger is even worse as it forces AI always to tap as much mana as AI has available till activation cost is reached even if it isn't enough to activate the ability.
e.g. If AI attacks with Hellkite Charger and has 2 mountains and an island available it will tap these lands but that wont be enough to activate the ability and they will go on mana pool unused and wasted.
3- If you pay the cost besides the extra attack not working you don't get your attacking creatures to untap either.This actually was reported for Hellkite Charger itself though:

Which update are you using?(date,name)Which type(Duel,Gauntlet,Sealed Deck)
Manalink 2015/3/25: Fate Reforged,duel

What exactly should be the correct behavior/interaction ?
1- No trigger if mana is not enough.
2- AI is not forced to pay all mana <7 AI has when it attacks with Hellkite Charger.
3- Untap all attacking creatures if ability is used.

Are any other cards possibly affected by this bug ?

1) proper trigger. Things like Dark Ritual could give you the mana so it needs to be an option.
2) confirmed
3) duplicate, but leave it here as it is more appropriate

Yes but engine takes care of what you say,I am not saying not to trigger if I can produce the total cost of it's ability with mana from instants,abilities,etc.The problem is that it triggers even if you have not even {1}

mana from anywhere that you can produce not to mention that you need {5}

Untaps if you pay now, but AI still taps all mana in an effort to pay even if he can't.
