[confirm partly]Blood Artist ability doesn't trigger

Describe the Bug:
- If Blood Artist is in the bf and another creature die, its ability doesn't trigger
- If Blood Artist is in the bf and die, its ability doesn't trigger and generate a legacy permanent effect that stays in the bf until end of game.

What exactly should be the correct behavior/interaction ?
- If Blood Artist is in the bf and another creature die, its ability trigger
- If Blood Artist is in the bf and die, its ability trigger and doesn't generate a legacy permanent effect that stays in the bf until end of game.

Are any other cards possibly affected by this bug ?

1- I confirm this partly because: if the creature has died at the same time with Blood Artist and also number 2 factor below is true then it bugs.Not on any other case.
2- The ability doesn't trigger for Blood Artist itself if another creature's death hasn't triggered Blood Artist ability before Blood Artist itself dies.Otherwise it seems to work correctly.
e.g. Creature A has died and so triggered Blood Artist 's ability (since Blood Artist has hit the battlefield).(from now on if another creature or Blood Artist itself dies it will trigger).
e.g Blood Artist dies (since Blood Artist has hit the battlefield) before any other creature dies then it doesn't trigger). It creates the legacy that will trigger if another creature opponent's is killed or something like that happens turns later.

Also another bug is that it always targets opponent and doesn't prompt for target player.

We had this just few days ago where it was decided that Ulvenwald Observer should adopt Falkenrath Noble / Blood Artist solution
.However Blood Artist has the above bugs and we still have also the bugs about Kalastria Highborn that has the Falkenrath Noble / Blood Artist solution here.
