[confirmed]Tower Above doesn't force block

Describe the Bug:
AI played Tower Above on it's creature when it attacked another legacy was created but AI didn't target any creature to block AI's creature boosted by Tower Above.The legacy created when creature attacked wasn't attached to a creature.
Previously worked here about same issue:

What exactly should be the correct behavior/interaction ?
Tower Above 's boosted creature when it attacks targets a creature and then that creature if able blocks the boosted by Tower Above creature.

Are any other cards possibly affected by this bug ?

For player asks to target opp's creature but no forced block. Also, doesn't grant wither.
