[confirme]Shivan Meteor suspended-then cast can be cancelled

Describe the Bug:
Shivan Meteor when suspended and then is time to cast it you can cancel the casting.

What exactly should be the correct behavior/interaction ?
Shivan Meteor when suspended and last counter is removed you can't cancel it is not optional.
6/7/2013 As the second triggered ability resolves, you must cast the card if able. Timing restrictions based on the card’s type are ignored.
6/7/2013 If you can’t cast the card, perhaps because there are no legal targets available, it remains exiled with no time counters on it, and it’s no longer suspended.

Are any other cards possibly affected by this bug ?

I don't know if it is Fury Charm or Shivan Meteor or/and suspended cards but Shivan Meteor had 2 time counters,there was no creature on battlefield and on AI's turn a dump error was produced that most probably was caused by AI thinking to play Fury Charm to remove counters from my suspended card? If I debug Fury Charm out of AI's hand no error is produced.
