[fixed]Rhystic Deluge you can't pay1 if target own creature

Describe the Bug:
I targeted with Rhystic Deluge's activated ability my creature and I wasn't prompt to pay one.I should as I am the controller of the creature.

Which card did behave improperly ?
Rhystic Deluge

Which update are you using?(date,name)Which type(Duel,Gauntlet,Sealed Deck)
Manalink 2016/08/27: Eldritch Moon v2, duel

What exactly should be the correct behavior/interaction ?
If I target with Rhystic Deluge's activated ability my creature as it;s controller I am prompt and can pay 1 if I want to.

Are any other cards possibly affected by this bug ?
Similar but not same you can't pay with Rhystic Circle 1 to stop your own activation.But this maybe was fixed when fixing another bug for it here: viewtopic.php?f=112&t=11749&p=144751&hilit=rhystic#p201418

Even when targeting my creature opponent paid to prevent its tapping.

Fixed original bug and that in dev it didn't tap target creature in resolution in commit 9a22346.
