Describe the Bug:
If you don't pay Rohgahh of Kher Keep's upkeep, any Kobolds of Kher Keep controlled by your opponent don't become tapped, and if it only has temporary control of them, it doesn't gain permanent control. (Your kobolds and Rohgahh itself are properly tapped and controlled.)

Also, the text on Rohgahh's effect card is completely wrong, but I've fixed that.

Rohgahh of Kher Keep and all Kobolds of Kher Keep on the bf get tapped and an opponent gains control of them.

Also, do you need stacked legacies? If things get returned to original owner can't you just remove the legacy?
