What exactly should be the correct behavior/interaction?
Kami of the Waning Moon 's ability can't be cancelled as it is mandatory.

Are any other cards possibly affected by this bug?

Fixed in commit 25ab159, together with not triggering for non instant, sorcery & interrupt spells.
