[confirm]Grenzo, Havoc Raiser triggers more than damage deal

Describe the bug:
You never get a choice to goad when Grenzo, Havoc Raiser's trigger resolves.
Which card behaved improperly?
Grenzo, Havoc Raiser.
Which update are you using? (date, name)Which type? (duel, gauntlet, sealed deck)
Dev 4745ef3.
What exactly should be the correct behavior/interaction?
Either goad a creature or exile-and-eventually-cast the top card of the damaged player's library, not automatically the latter.
Are any other cards possibly affected by this bug?
There's a comment in Grenzo's function saying goad is meaningless in two-player. That's both incorrect (see ruling: ...It the creature can't attack any of those players but could otherwise attack, it must attack an opposing planeswalker (controlled by any opponent) or the player that goaded it.) and makes me afraid to even check if it's implemented on any of the cards with it.
