You would have to make the "discard" and the "move card from hand to graveyard" two separate effects. Then you can replace the second effect with "move card from hand to top of library".

Right, we would just need to have a way to override the destination.

Just like how it works for Dissipate. The Spell is still countered, but it is Exiled instead of going to the Graveyard.

Not possible yet, but Hellfish has made the first steps towards ability borrowing. Not too sure how long it'll take to fully implement though as once the code is in, all card scripts with activated abilities will need to be tweaked (at least that's how it looks from the early work on it).

You need to update to the latest version. Urge to Feed was added in 1.2.6 and we're currently on version 1.2.7. If you don't have that card then you're missing out on the whole of Avacyn Restored as well which was added in 1.2.7
