Hex kills exactly 6 creatures, and in order to use effectively it you need to be able to target your own stuff with it. The AI won't. If there was a way to make it use it intelligently (prioritize tokens, sacrifice fodder, or even just kill it's own stuff as long as it kills more opposing creatures) it would make a perfect board wipe spell for early black opponents.
