Add Card Rulings (implemented)
Implement something along the lines of what Nate's Deck Builder does into MA. Could implement this into tooltips on card mouse over.

That is true, but these are actually two separate things:
Card rulings are additional information per card as seen here:
http://magiccards.info/query?q=!Ratchet+Bomb
It should be able to harvest from Gatherer like anything else and have its separate column in the grid and possibly a separate pane or tab.
Rules browser as on yawgatog.com is basically a manual on rules separate on cards and represents a separate feature request.

Implemented in r138. Rulings will be displayed in "Oracle Text" pane.
