...it's currently not even configurable in the customization dialog

Implemented in 1.2.4.143. Now you can use Ctrl+Shift+Fkeys to switch layouts. Hot key assignment is dynamic and depends on the number and the order of your layouts. Just open "View->Load Layoyt" menu to view the assignment.
