The way this should work is that, at trigger announcement, you pick 0, 1, or 2 targets; then at resolution, you must return all the cards you chose that are still valid targets to your hand.
The current interface in Shandalar makes this an optional trigger, which is incorrect on its face, yes; however, optional triggers in this engine don't make the trigger optional at resolution, but optional at announcement. Declining to make the card trigger is identical to picking 0 targets, and a slightly better interface.
This'll need revisiting once triggers go on the stack, yes, but so will many, many other cards.
