This is deliberate, and has nothing to do with the Llanowar Elves - it'll do the same with an otherwise empty battlefield. The idea is that it lets you attempt to pay the mana cost even if it appears unpayable, since mana filters don't show up as available mana.

Admittedly, there aren't any current combinations in Shandalar (or I think Manalink) that would let you filter but not pay it directly - Soldevi Machinist and a Celestial Prism or Ravnica-block signet or whatever would - but it does turn up with colored and with higher colorless costs. I kept it the same with the -cost triggers for consistency.
