Brainwash seems to affect everything, not just enchanted creature (fix completed)

Likely a duplicate of #534. Brainwash is a strange case; it may fall into both the categories listed there, due to the way it was originally programmed and the way it's currently flagged for Manalink, and so may still need to be wrapped similarly to Leviathan et al.

Independent of #534, which probably did impact this also, this prevents everything from enchanting unless either the attacker's controller has {3} available or Brainwash's cost has been paid for this turn.
