This is correct; Auras only target when they're spells. It's Manalink's behavior that's wrong, and impractical to fix.

See for example rulings for Zur the Enchanter: 7/15/2006 If you use Zur the Enchanter's triggered ability to search for an Aura, it will be put onto the battlefield attached to an appropriate permanent. It doesn't target that permanent. If no appropriate permanent exists for it to be attached to, that Aura can't be put onto the battlefield and stays in your library.[/url]

Or for Cleansing Meditation: 10/4/2004 Auras returning to the battlefield are placed on any legal permanent of your choice. Doing this does not target the permanent. If there is no legal permanent for an Aura, it remains in the graveyard.
