Why don't you delete (or move somewhere else) all the other mods, leave only my mod inside the game, and see what happens? We are all doing our best to help you, but I'm starting to think that maginater5000 was true: it's just incompatibility with one or more other mods, and if that's the case, I can't do anything at all.

Be aware that Theta version doesn't unlock everything from the beginning: you have to play the campaign and unlock the decks, then after a deck is unlocked, you can unlock all the cards with the button inside the deck manager.

Put Deck_1999_Unlocks1.wad in the game directory. It unlocked all the cards immediately to me.

It didn't create it because you didn't do anything that needed to be saved.
Play a duel (any duel) and it should be created, then you can substitute it.

The Theta version stores the profile under the game directory in a directory named "[username]_swarm". The username is stored in a file in the game directory called "playername.txt" and defaults to your windows username.
