I'm going to test the graft deck again, but it's strange. Anyway, graft
must allow you to put counters on enemy creatures if you want to: this way you can steal them with
Cytoplast Manipulator (I made the code so that the AI is allowed to put counters on enemy creatures only if they come from
Cytoplast Manipulator, since it's basically the only case in which it could be beneficial for this deck).
About other means of counter movement, you should tell me which creature you were using (
Spike Rogue?
Simic Guildmage?
Cytoplast Root-Kin?).
EDIT: Just made a mirror match with the graft deck and didn't notice anything strange. On the contrary, the AI is great in playing tricks with that deck: for example, it attacked me and then used
Simic Guildmage to move the only remaining counter on my untapped
Spike Rogue to a tapped creature, so that I had one less blocker.
