There are two issues with Flameblast Dragon's ability. Currently the timing of the ability like this:

1. Flameblast Dragon attacks (Declare Attackers step)
2. End of Declare Attackers step
3. Ability is put on the stack (no target and no mana cost payment yet)
4. Ability resolves and target selection with mana cost payment.
5. New ability with target and damage put on stack.
6. New ability resolves and deals damage to target.

Actual timing should be like this:

1. Flameblast Dragon attacks (Declare Attackers step)
2. Ability triggers and target choice selected (Declare Attackers step, still no mana cost payment).
3. Ability resolves and mana cost payment, deals damage to target (no response by the opponent is possible at this stage).
4. End of Declare Attackers step.

Current timing scheme can result unnecessary mana loss for the owner of the Dragon since he pays the cost before resolving actual ability and it gives opponent time to respond after mana payment. Actual timing gives time to respond only after the target is chosen but before the mana payment is made.

Another issue is that if the All Actions is not chosen and the Dragon is killed by the AI (with Royal Assassin for example) the game does not offer target selection at all and ability fizzles. If All Actions option is selected, you can use the ability before Royal Assassin kills the Dragon.
