Noggle Ransacker ability skips players

When Noggle Ransacker enters battlefield sometimes a player does not get to draw 2 cards.

Speculation:
I think the condition for this is that when a player has 0 cards in hand, then that player is skipped by this ability.

Seems that if the player doesn't have cards in hand, that part of the code doesn't trigger.
