Plague Boiler should have one activated ability

Right now it has a 'remove a counter' and an 'add a counter' ability. It should just have one activated ability, and I should choose whether to add or remove the counter when it resolves.
The only situations I can think of right now where this would matter would require my opponent to do something stupid (like sacrificing a Loxodon Hierarch while that ability is on the stack instead of waiting to see if I add a counter, then sacrificing it once the triggered ability goes on the stack), but there might be others I haven't thought of.

The same for Dwarven Armorer, right?
