Cryptic Command's "return target permanent..."

When the mode chosen for the Cryptic Command is "counter target spell" and "return target permanent to its owner's hand", return part only allows opponents permanents to be chosen.

If "tap all creatures your opponents control" and "return target permanent to its owner's hand" is chosen, it works correctly.

If "draw a card" and "return target permanent to its owner's hand" is chosen, it works correctly.

This is not an all actions issue.

Update: Apparently this happens under certain conditions only. I have seen it working correct today.

Here are the decks where it always fails to include your own permanents to return to your hand:

Human:

Cryptic Command
Black Lotus

Computer:
#NOSHUFFLE
#NO_CARD_LIMIT
60 Plains
Tundra Wolves

Start first, play island, wait for computer to cast Tundra Wolves and counter it.
