CConsLessManaEnchantment affects permanents too

CConsLessManaEnchantment reduces card cost on permanents too.
That is a problem because cards as Birthing Pod, Engeenering Explosives, Pernicious deed and similar cards, which need to know card casting cost are affected.

I think that i can fix it
Could be fixed affecting cards only on hand, graveyard, library and exile zone?
