I should note that if BotArena will eventually implement playing with top card of library revealed, Sphinx of Jwar Isle should be done as a variant of that ability, making the controller able to see top card of his library at all times (except certain moments during resolution of spells/abilities, as detailed in the Comprehensive Rules).

I believe the Sphinx's ability should let you look at the top card *any* time, including during the resolution of spells and abilities.
Edit: Looking at the rulings on Gatherer, it looks like the only time you can't look is if the top card of your library changes while you're casting a spell or activating an ability. I confirmed that in the Comp Rules and couldn't find anything regarding that ability and the resolution of anything.

This behaviour is the reason why its ability is limited to a couple of activation times
This is not a real bug. AI likes activate abilities with "0" in its activation cost every time. It must think, zero is cheap, and cheap is good

The other is that a card on the battlefield is better then in hand. The result is playing Oblivion Rings when the opponent has no non-land pernaments and exiling own creature.
