tapping mana in response to opps triggers

whenever there is a trigger in the upkeep step the AI will tap mana in response. For example in the last game my delver triggered in my upkeep so the AI sacrificed its black lotus to give itself some mana for no reason. It had no lands to tap or it would have done that instead.
This is possibly tied to the two trigger hang problem.
