Is there any way I can totally restart with all decks locked again?
Also, are there any downloads for any expansion content?

All you have to do to reset is delete your profile.
As for the expansion if you have the steam version then you already have all the files they just aren't enabled.

I have no idea how to delete my profile. I don't have it through steam or anything and I've checked all the options and program files.

Where your profile is depends on what version of the game you have.
Steam:
For a typical install of Windows "%Program Files%" is typically "C:\Program Files" or "C:\Program Files (x86)" (if running 64-bit Windows). For a typical install of windows "%AppData%" varies on the version of windows, but for Vista/7 it should be "C:\Users\<YourUserNameOrOwner>\AppData".
If this doesn't help then search the forum for "Delete Profile" and you should find several threads with information on how to find and delete your profile.

Okay. I found the profile file and deleted it. Started up the game, it gave me the intro/new game stuff...but all of my cards are still unlocked.
There has to be something I'm missing. No matter what I do, everything is unlocked. Is it something in SKIDROW's .ini file? I'm clueless.

Are you talking about modded decks or the decks that come with the original game? If you are talking about modded decks it is common practice for people to put all unlocks as unlocked initially due to a game limitation for how many decks will save to your profile. The majority (if not all) modded decks won't save when you exit the game. So if modders made true unlockables in their decks you would have to (a) never exit the game so the decks never reset or (b) re-unlock every card every time you started DotP.

All decks are unlocked completely. I understand the modded deck thing, so that's fine, but I don't want all of the vanilla decks automatically unlocked. That kills it for me.
Edit: Could someone upload the 3DM crack? I've never used it and the link I found on here to zippy doesn't work.

The Skidrow version has it set such that whenever the game checks for one of the game's AppIds is set on the account Skidrow reports that it is set. This means that all decks and unlocks (with the exception of Promos) will automatically be unlocked no matter how many times you start the game with a fresh profile.

When the game comes out, usually the biggest complaint is that everything is locked and people want things unlocked. To address that Skidrow made it so that it would all be unlocked. The point is you can't please everyone.
An alternative method you could try is by overriding the decks with the exact same decks except with changed steam_id_1 and steam_id_2 values (changed to something completely different like "999999", "1", or some other value that the Skidrow team didn't expect and that may allow you to delete your profile and "lock" the decks. Though I'm not going to go over overriding decks again in this thread when there are probably a dozen other threads where it has been adequately described.

Steam is garbage, so I'm not doing that and I don't plan on jumping through a bunch of hoops for a single game. So I guess that's it.
