probably because you downloaded compressed file is corrupted, if you are missing only steam_api.dll, here is.

so I think you need to redownload corrupted compressed files, unless you can determine what files you are also missing except steam_api.dll.

Are you sure that I am missing files? Google says that the 0xc0000022 error happens because of access permission on a DLL file :s

Yes, I'm not sure, you should know compressed files are complete or not in the process of decompression, if that's ok, maybe you could update directx and vcredist. This‘s just my guess, since I rarely have problems on running game. :)

I'm so sorry, I know very little for the reason of error, if you can't run the game at the top of my post, I can't do anything, since that's what I'm using. :(

Could someone explain to me how exactly adding mana to your mana pool works in here?

For example, I was trying mono-blue devotion and I'm not sure what effect it has. Mutavault wouldn't let me tap it in any situation as far as I know, but it also counts as a land, so would there be a point in using said option since it's already offering me mana?

I might just be confused.

Also, I tried Enter the Dream and I wasn't allowed to tap Mana Crypt either, though I did see it tap once on it's own.

This probably means that Mutavault and Mana Crypt were coded using the auto-tap MANA_ABILITYs rather than my Manual Mana functions as such they will only tap on their own when you need the mana rather than letting you choose when to tap them.

EDIT: With or without your manual mana rules in place, I still can't use anything related to mana pool. Specifically, I tried City of Traitors. My assumption was, "Tap City of Traitors, gain 2 mana, then place a spell with a requirement of 2 or less mana". Though it won't let me tap it.

It also seems that Mana Crypt, just by being on the field, counts as 2 additional mana and automatically taps when it's needed. The other cards with similar functions don't do this.

But I'm still unclear to how a mana pool even works. I don't wanna put decks in if they rely on something I'm clueless about.
