I'm afraid this is an engine bug. In the previous DotP games, playing any permanent card belonging to another player resulted in the permanent entering the battlefield under that player's control. I thought DotP2014 had that bug totally fixed, but it seems they forgot lands...

It That Betrays can do something similar ?
It is somewhat different. With
It That Betrays, when something is sacrificed it is just put onto your side of the battlefield, under your control. With
Nightveil Specter you are actually playing the exiled card, not just putting it onto the battlefield. So cards played using
Nightveil Specter would have to follow the same rules as if they were in your hand and you played them. For instance, playing a land with
Nightveil Specter would count as your land drop for that turn (well maybe not if your opponent actually gets the land

).
Edit - I don't know if its possible but for lands you might be able to use the PutOntoBattlefield() function then find someway to trick the game into thinking that was your land drop for the turn.
