I got this trying to use e.g. Rishadan Port Land and it's not producing the colorless mana. Some functions etc. missing from the Community Wad or am I missing something?
Neither. Sumo just had a typo in his function. Fixed. It should stop doing that when it next updates.

Just noted there are two versions of DATA_DLC_CW_MISC.wad in the Community Art Wad folder. One was updated yesterday, one was updated on the first.

Do you mean in the version history? I'm not exactly sure what happened there. For some reason, the tool that tracks that just now decided to catch the cards with non alphanumeric characters. All of them involved seem to have an apostrophe, are manual mana, or have some strange symbol like Dandân. Hopefully it'll only happen the one time. If it happens again, I'll look into figuring out what's going on.

After updating the latest version of the Community Wad, when I tried to export a new deck using Riiak's Deck Builder, I got an error message saying: " Export could not be completed successfully. This is probably due to a permissions issue, though for more information see the error log". The error log actually did pop up right after I opened the Deck Builder, but it only warned about some low severity errors such as "Can't find reference cards" for some certain decks. What should I do now?

You should tell me the decks. Other than those decks needing repaired (due to a couple of cards being renamed), the permissions issue shouldn't be related to the cw or its update.

The deck I've tried to export is a custom deck using one custom card I made (Knight Exemplar). I tried to export other decks too, but still got the error (for example, I selected Create from existing deck, chose a community deck named Call of the Bard, then made no change except the deck name. However, it still didn't work).

Note that when you see the message "This is probably due to a permissions issue, though for more information see the error log" it means to actually see more information about the error you will need to actually open the error log outside of the Deck Builder. The error log that pops up at start-up only includes the errors from the current session and the error log only pops up on start-up.

Due to the error you are receiving it probably means that write permissions are not set properly for users to create files in the DotP game directory (if not though then please post the error so I can decipher it and figure out what the real problem is). You have really two options to fix permission issues:
  1. Run the Deck Builder as Administrator (easiest solution, this will give the Deck Builder administrative rights for that run session which should allow read/write access to the DotP directory).
  2. Adjust the security permissions for the DotP game directory to allow regular users read/write permission to the directory (this requires more knowledge of security permissions and if you don't know what you are doing you could potentially screw things up worse).

(1) Delete those 2 decks. The names of those 2 Sakura cards are wrong.

The error says that it can't delete "Data_DLC_1000_Content_Pack_Enabler.wad" which could mean that the file is marked as read-only. The only reason it would be deleting the CPE is so that it can re-create it (this ensures that whenever you export a deck with the Deck Builder there is a properly formed and correct CPE for it). If you don't want to change the status of the file (or remove it yourself) then you can just change your block ID to something other than 1000 (which is recommended anyway so that if you share decks there aren't any conflicts) before exporting.

Entering the battlefield, Sarkhan, the Dragonspeaker triggers Doomwake Giant. I know that Planswalkers are treated as Enchantments, but I have not noticed this issue before. It seems to be game breaking. Well, sort of. At least in constellation decks.
