I would make a custom set based onto most famous Superheroes from Marvel and DC universe...
There are some example how could be implemented...

Well, I think the idea is cool. I've actually been updating Kieran's Mod with card types and ideas from my DBZ Movies Mod. The mod is based on the Infinity event. More information pertaining to it can be found in Kieran's thread from page 2 onward. Here is the link:

I like it but don't like the bbb, ggg, etc costs..

How would you suppose to manage the powerful abilities of these cards, if you don't have to pay a fair cost to activate them?

Most people use Magic Set Editor. But any image editing program can be used. I personally use Photoshop, GIMP, Corel, and Paint.net with the .TDX plug-in to create custom cards and custom frames.

EDIT: If you need a link to some resources for creating you own custom cards let me know.

not meaning to troll here but your title caught my attention and i had to look...

but ... i think their a little too op for use...

these are my ... suggestions though they may seem a little ... more like rewrites in a case or two

i can deal with all of spider man but one thing
(1)(rr): target creature cant be blocked this turn
need to be spiderman cant be blocked this turn

psylock
target gains flying till end of turn and can only block creatures with flying (the during combat only actually is too specific and downgrades her ability{but then again i dont know her actual abilities})
prevent all damage dealt to and dealt by target creature

jean...

i dont like her first pay ability but it can stay
regen should be regenerate another target creature
and the last ability should be
(6)(R)(G): return jean gray from the graveyard to the battlefield
(if you really want to screw around here try this

6RG: return jean gray from the graveyard to the battlefield, then transform jean gray

Pheonix

RRR deal 4 damage to each creature and each player

ggg:you gain 5 life

power 1/ toughness 10

but you deffinatly got wolverine all wrong...
doublestrike yes
needs indestructable instead of damage removed at teh beggining of each turn
change 3 damage to each to '(rrr): woverine deals x damage to target creature where x is wolverines power (reason being is wolverin is powerfull but not super fast)
and destroy target creature should have a limit like
(bbb): destroy target creature delt damage by wolverine this turn

storm have her in an untap deck and you can litterally wipe the field each turn you would be better off to limit them to a once a turn(which i beleive is what you were doing with the tap)
maybe have her do -1/-1 till end of turn instead b/c counter are permanent and there are cards that can abuse counters too well

captain america
quite sound except for the shield section

(2)ww: put a legendary artifact - equipment token onto the battle field named "captain america's shield with indestructible and "prevent all damage to equipped creature, if captain america's shield is equipped to captain america it deals x damage to target creature or player where x is the amount of damage dealt to equipped creature."
and "if captain america leave the battlefield exile captain america's shield"
equip cost (4)
and make the token say such


i hope that you like these changes (or most of these changes) as i see that they level out the cards better by making them stronger(in the sense of super hero's) while also limiting them from being op
