[fixed]Padeem no draw if artifact is tied for high CMC

Describe the Bug:
Padeem, Consul of Innovation will not draw a card if its controller controls an artifact merely tied for highest CMC, but will draw with an artifact that has the highest CMC outright.

Which card did behave improperly?
Padeem, Consul of Innovation

Which update are you using? (date, name)Which type? (duel, gauntlet, sealed deck)

What exactly should be the correct behavior/interaction?
Padeem's controller draws a card if they control the artifact tied for the highest converted mana cost

Are any other cards possibly affected by this bug?

If I have Padeem, Consul of Innovation and a 0 mana cost artifact like Accorder's Shield and opponent has none artifact or also a 0 mana cost one I don't draw a card.
Either opponent has none artifact or a 0 cost one they are at least tied for the highest mana cost and Padeem, Consul of Innovation has to trigger.
