Describe the Bug:
Harbinger of the Tides etb ability doesn't open a propmt window.

Which card did behave improperly ?
Harbinger of the Tides

Which update are you using?(date,name)Which type(Duel,Gauntlet,Sealed Deck)
Manalink 2015/12/25: Battle For Zendikar,duel

What exactly should be the correct behavior/interaction ?

Are any other cards possibly affected by this bug ?

Also, you should be able to cast it for 2 more when you can cast a sorcery.

Still can't choose to pay 2 more when you can cast a sorcery for any of them.
